This bill mandates that the Auditor of the Commonwealth, also known as the state auditor, will periodically investigate and audit the Group Insurance Commission (GIC), which is responsible for providing health insurance and other benefits to state employees and retirees. These audits are to occur every three years, starting from July 1, 2014, but the state auditor can conduct them more frequently if deemed necessary. The scope of these audits is broad, encompassing areas such as cost-benefit analysis for beneficiaries, human resources best practices, contract bidding processes, internal financial controls, contract compliance, ensuring maximum value for beneficiaries, and reviewing how beneficiary complaints are handled, along with any other issues the auditor deems appropriate. Upon completion, the audit report will be submitted to various legislative bodies, including the House Clerk, Senate Clerk, the Joint Committee on Public Services, and the House and Senate Committees on Ways and Means.
