This bill proposes to make dispute resolution procedures available for issues that arise during mid-term bargaining, which refers to negotiations that occur after a collective bargaining agreement has been signed, concerning changes or interpretations of that agreement. Specifically, it amends existing law to allow either party involved in collective bargaining, or both parties together, to ask the board to determine if an impasse, or a deadlock in negotiations, has been reached after a reasonable period of discussion. Furthermore, the bill adds a new section to a previous act, explicitly stating that the dispute resolution procedures outlined in Section 4A of that act will now apply to these mid-term bargaining issues.
