This bill mandates that the Department of Public Utilities (DPU), a state agency that oversees utility companies, establish a statewide program to educate commercial building managers and operators on how to improve energy efficiency. This education will cover topics like best practices, new technologies, and economic analysis to reduce electricity, natural gas, and heating oil consumption in both privately owned and non-profit buildings. The program will utilize interactive methods, case studies, and experts, and may incorporate existing training from organizations like the Association of Energy Engineers. A five-member advisory committee, composed of building operators, energy efficiency experts, and a chair, will approve the training programs and review company reports on their effectiveness. The cost of this training will be shared between attendees, who will pay no more than 30 percent, and the utility distribution companies, using existing energy efficiency funds, with provisions for tuition reimbursement for approved programs. The education and training sessions are required to begin by September 1, 2013.
