This bill establishes a special commission, the Partial Fill Prescribing Method Advisory Commission, to investigate the practicality of allowing patients to receive prescription narcotics in smaller, incremental amounts based on their needs, rather than the full prescribed quantity at once, and to ensure patients wouldn't incur extra costs for filling the remaining portion of their prescription. The primary goal of this initiative is to reduce the amount of leftover prescription narcotics in homes, thereby decreasing the potential for prescription drug abuse. The commission will be comprised of various state officials, including representatives from the Executive Office of Health and Human Services, the Department of Public Health, health insurance plans, and professional licensing boards, as well as appointees from legislative leadership and a health consumer organization. Its responsibilities will include studying how to implement this partial fill method for all types of narcotics, dosages, and medical conditions, how to integrate it into insurance claim processing, and its effectiveness in preventing drug abuse. The commission is required to present its findings and any proposed legislation to relevant legislative committees and the clerks of the House and Senate by June 1, 2016.
