This bill proposes to establish reasonable and proper speed limits within urban districts on public ways by amending Chapter 90 of the General Laws. It defines a "Functionally classified local road" as a roadway that allows access to nearby properties, serves local travel, and connects to other roads, as categorized by the Federal Highway Administration's guidelines. An "urban district" is then defined as an area next to such a road that is either built up with businesses or where houses are located close enough together, averaging less than 100 feet apart over at least an eighth of a mile.
