This bill directs the State Retirement Board, a government entity responsible for managing retirement benefits for state employees, to retire Robert Emmet Fitzgerald, a former State Police Officer, despite any general or special laws that might otherwise prevent it, in order to promote the public good. The bill specifically states that Fitzgerald is incapacitated from further service as a State Trooper due to injuries sustained while performing his duties as an undercover narcotics officer, noting he suffered from Post-Traumatic Stress Disorder (PTSD) as a result of his undercover work with limited administrative and professional support. The annual pension amount for Fitzgerald will be equivalent to the regular compensation he would have received had he continued in service as a State Trooper, retroactive to March 13, 1991, and will also include health benefits.
