This bill authorizes the Department of Highways to acquire a specific portion of Brook Street and the Willet Pond Dam in Norwood, Massachusetts, using eminent domain, which is the government's power to take private property for public use, even if the owner does not wish to sell, with just compensation. This acquisition includes the public roadway that crosses Willet Pond, the dam itself, and any necessary easements for its repair and rehabilitation to ensure public safety. The Department of Highways will be responsible for funding and carrying out all necessary repairs to the street and dam, and importantly, will not need permits from any state or local agencies for this work. Furthermore, the bill waives the requirement for an appraisal of damages before the eminent domain taking, with the Department of Highways responsible for any subsequent appraisals. Finally, the bridge associated with this project will be named the Honorable Gregory W. Sullivan Dam in recognition of his public service.
