This bill aims to enhance the safety of individuals on roads by defining and providing greater protection for "vulnerable users," which includes pedestrians engaged in various activities like work or emergency services, individuals operating bicycles, skateboards, wheelchairs, and other similar devices, and those riding animals. The legislation amends existing laws to require motor vehicle operators to maintain a specific safe passing distance when approaching or passing these vulnerable users, stipulating a minimum of three feet when traveling at 30 miles per hour or less, and an additional foot for every ten miles per hour above that speed. Furthermore, it clarifies that when overtaking a vulnerable user or another vehicle, if a safe distance cannot be achieved within the same lane, the overtaking vehicle must use an adjacent lane, even crossing the centerline if safe, or wait for a suitable opportunity.
