This bill establishes a Motor Carrier Advisory Council, a forum for representatives of the commercial transportation industry to meet with state agencies that oversee, enforce, and regulate this sector. The council's primary functions will be to recommend ways to eliminate duplicated efforts among state agencies, promote consistent enforcement policies, and explore consolidating the issuance of various forms, decals, permits, registrations, licenses, and approvals for commercial motor vehicles from a single location. It will also consider how state policies affect the competitiveness of Massachusetts motor carriers compared to those in other states and address any other relevant matters. The council will comprise representatives from the Massachusetts Department of Transportation, State Police Commercial Vehicle Enforcement, Registry of Motor Vehicles, Department of Environmental Protection, Associated Industries of Massachusetts, Massachusetts Movers Association, and Massachusetts Motor Transportation Association, with an ex officio non-voting member from the Federal Motor Carrier Safety Administration. The council will elect a chairman, meet at least quarterly, and solicit input from various motor carrier-related industries to make recommendations to the governor, the general court, or state agencies.
