This bill proposes to amend Chapter 149 of the General Laws by adding a new section, Section 44N, which would require that for public labor contracts estimated to cost over five million dollars at their start, any general bidder, sub-bidder, general contractor, or sub-contractor must make a genuine effort to hire or contract with qualified individuals who either live within a twenty-mile radius of the project's location or whose business, or an affiliated business, has a physical presence within that same radius. This requirement is assessed based on the project's initial design at the time it begins.
