This bill aims to prevent minors from using alternative nicotine products and vapor products by expanding existing laws. It clarifies that "alternative nicotine product" refers to any non-combustible product containing nicotine intended for consumption through chewing, absorption, or dissolving, excluding tobacco products, vapor products, or items regulated as drugs or devices by the U.S. Food and Drug Administration (FDA). Similarly, a "vapor product" is defined as any non-combustible product with nicotine that uses electronic or mechanical means to produce vapor, including e-cigarettes and their components, also excluding FDA-regulated drugs or devices. The bill amends laws to prohibit the sale or gifting of these alternative nicotine and vapor products to individuals under 18, increasing fines for repeat offenses, and extends these prohibitions to school grounds during school hours.
