This bill establishes a new "substance abuse health protection fund" within the state's books, which will be funded by revenue collected from the sale of certain alcoholic beverages that are not considered part of meal sales, along with any related penalties, interest, or fines. This fund, managed by the department of public health, will be used without needing further legislative approval to support various programs aimed at combating substance abuse. These programs include comprehensive treatment for individuals dependent on alcohol or controlled substances who lack health insurance, school health education programs focusing on the dangers of substance use, treatment programs administered by correctional and child welfare agencies, and community and workplace-based prevention initiatives, public service advertising, and drug and alcohol education. The commissioner of public health will be required to report annually on the fund's activities to relevant legislative committees.
