This bill establishes a commuter tolling program for frequent, non-commercial users of the Massachusetts Turnpike, including its Boston extension and metropolitan highway sections, who participate in the electronic toll collection system. The program allows these users to pay a discounted annual rate for transit, with specific annual rates set for eight different "commuter zones" based on the interchanges or routes they travel. For example, Zone 1, covering interchanges 1 through 8, will cost $50 annually, while Zone 4, covering interchanges 1 through 24, will cost $145 annually, and the Sumner and Ted Williams tunnels (Zone 8) will also cost $50 annually.
