This bill aims to simplify the process of paying motor vehicle excise taxes and prevent individuals from being charged these taxes multiple times. Specifically, it proposes that when a license plate for a vehicle subject to the motor vehicle excise tax is returned to the registry of motor vehicles (RMV), the RMV must inform the tax assessor in the town where the vehicle was registered. The RMV will also provide the person returning the plate with documentation proving the plate's return, which will serve as strong evidence that the plate has been surrendered. Crucially, once the license plate is returned, no further excise tax will be charged on that motor vehicle. The motor vehicle excise tax is an annual tax levied on the ownership of a motor vehicle.
