This bill allows certain types of carriers, including agricultural, common, and contract carriers by motor vehicle, as well as parcel delivery services and trucking businesses, to transport and deliver alcoholic beverages sold at retail. To do so, these carriers must obtain a "fleet permit" from the department for an annual fee of $3,500, which will cover all their vehicles. This permit allows them to deliver products sold by licensees under specific sections of chapter 138 to consumers. The bill mandates that parcels containing alcohol must be clearly labeled as such and require the signature of someone 21 years or older for delivery, with receipts needing to certify the recipient's age and that valid identification was checked. Delivery companies can use electronic devices for signatures and age verification. The maximum amount of alcohol that can be delivered in a single delivery is 108 liters.
