This bill amends existing law to prevent cities and towns from enacting any rules, regulations, ordinances, or by-laws that interfere with interstate or intrastate trade or commerce, which refers to the buying and selling of goods and services that cross state lines or occur within a single state, respectively. Importantly, this restriction does not prevent cities and towns from filing a "home rule petition," which is a formal request to the state government for special permission to act in a way that might otherwise be prohibited by general state law, as outlined in Article LXXXIX of the Massachusetts Constitution.
