Crucially, the bill states that to receive a registration, an individual must hold a valid license, have a Social Security Number, or provide other proof of legal residence, explicitly excluding work permits or employment authorization documents as proof of legal residence, though it allows for exemptions for specific groups like out-of-state students and military personnel. For driver's licenses, the bill clarifies that individuals whose licenses are revoked or suspended, or whose right to operate is suspended, cannot apply for a new license until the full term of the suspension or revocation is served, regardless of age. Finally, the bill mandates that applicants must state their military status and be asked if they wish to become an organ or tissue donor.
