The bill specifies that by January 1, 2025, electrical consumption in these covered tenant spaces must be measured by sub-meters, with owners or lessors responsible for installation in existing spaces and as new spaces are created. Tenants will receive monthly statements detailing their electricity usage as measured by the sub-meter, and building owners must submit a certification report to the department by the same date, attesting to the proper installation of these sub-meters, with the department potentially imposing fees for report processing.
