This bill defines "project labor agreement" as a pre-negotiated contract with labor unions covering wages and working conditions for workers on public construction projects, and "public agency" as any government entity or its contractors involved in public works. It allows a public agency to require a project labor agreement for any public works project if it determines it's in the public's interest, considering factors like efficiency, cost, workforce availability, project delays, safety, quality, and opportunities for minority and women-owned businesses and community employment. The bill specifies that requiring such an agreement is not evidence of wrongdoing and outlines key provisions that must be included in any project labor agreement, such as dispute resolution procedures, uniform work rules, a no-strike clause, goals for apprentices and minority, women, and veteran participation, and a stipulation that prior collective bargaining agreements are not a prerequisite for bidding, only a willingness to comply with the project labor agreement. Bidders who refuse to abide by or negotiate a project labor agreement will not be considered responsible bidders.
