This bill allows owners or operators of manufactured housing communities, which are places where mobile homes are located, to require water sub-metering, a system that measures individual water usage for each home. The purpose is to ensure fair treatment for all residents and conserve water. If sub-metering is implemented, all residents must equally share the costs associated with it, and importantly, these costs, even if considered capital expenses (major, long-term investments), can be recovered by the owner or operator immediately upon installation rather than being collected over time as a capital cost.
