This bill proposes to amend Chapter 90 of the general laws by adding a new section, Section 8AA, concerning violations by junior operator license holders. Specifically, any individual holding a junior operator's license who is convicted of possessing alcohol, marijuana, or any other illegal controlled substance in the Commonwealth will face significant penalties. These penalties include forfeiting their junior operator's license, being required to attend a substance abuse program for at least three months, and paying a fine of no less than $1,000 to the state's general fund. Furthermore, such individuals will not be eligible to obtain another driver's license in the Commonwealth until they have completed the substance abuse program and paid the fine. The registrar, who is responsible for overseeing driver's licenses, will be tasked with creating the necessary rules and regulations to implement these provisions.
