This bill directs the Registry of Motor Vehicles (RMV), in conjunction with the supervisor of the boat and recreational vehicle safety bureau, to create an educational safety program for operating recreational vehicles, which are vehicles used for leisure activities like ATVs or snowmobiles. All individuals who operate these vehicles will be required to complete this program, with the RMV and bureau supervisor determining the program's content and necessary safety skills. Upon successful completion, a certificate will be issued and must be kept in the vehicle at all times. Failure to comply will result in fines, starting at $50 for a first offense and increasing for subsequent offenses. Additionally, businesses that sell, rent, or lease recreational vehicles must verify that customers have this safety certificate before they can test drive, buy, rent, or lease such vehicles.
