This bill prohibits Massachusetts residents from being charged any tariffs, taxes, or fees to fund a natural gas pipeline that connects to a liquefied natural gas (LNG) export terminal, and this prohibition extends to any such fees imposed by gas or electric companies on their customers, known as ratepayers. Furthermore, if a pipeline is built using funds collected from residents and is later connected to an LNG export terminal, the owner of that pipeline must reimburse residents for the full amount collected.
