This bill establishes a voluntary "Yellow Dot Program" managed by the Registrar of Motor Vehicles to provide critical medical information to emergency responders in the event of a motor vehicle accident or medical emergency. The program aims to assist individuals who may be unable to communicate their health status, including their name, a recent photograph, emergency contacts, medical conditions, recent surgeries, current treatments, preferred hospital, and physician contact information. Participants will receive a medical information form, a yellow decal to place on their vehicle, a yellow envelope for the information, and an instruction sheet. Emergency responders can use this information to identify participants, understand their medical conditions, contact their designated emergency contacts, and administer appropriate treatment based on their medical history. The bill also includes provisions to protect emergency responders and healthcare providers from liability, except in cases of gross negligence, and mandates a public education campaign to inform the public about the program.
