This bill authorizes the Registrar of Motor Vehicles, the state official responsible for vehicle registration, to create and issue special license plates for passenger vehicles that display a design supporting the Boy Scouts of America and the words "Boy Scouts of America Centennial Anniversary" to commemorate their 100th anniversary. There will be an additional fee of at least $40.00 for these distinctive plates, on top of the regular registration fee, which will be charged at the time of registration and renewal. After deducting the costs associated with producing these plates, the remaining portion of the fee will be given to a local Boy Scout council in the area where the vehicle is registered. However, a subsequent section of the bill repeals this authorization, and a separate section mandates that the plates be made available by September 1, 2013, with the repeal taking effect on December 31, 2013, suggesting a temporary or phased implementation.
