This bill, titled "The Electricity Bill Transparency Act," aims to create a system for consumers to save money on electricity rates and enacts other necessary legal changes. It mandates that the Executive Office of Energy and Environmental Affairs (EOEEA) will annually report the estimated or actual costs and benefits of programs and policies established under Chapter 169 of the Acts of 2008 to the joint committee on telecommunications, utilities and energy by January 31st each year, with costs ideally presented as a volumetric percentage of electricity supplied from renewable resources to each customer class. Furthermore, all information reported by the EOEEA will be made public and posted on the department of energy resources website at the same time it's submitted to the committee, and the actual costs of each program and policy will be itemized on every end user's electric utility bill. The Department of Public Utilities and the Department of Energy Resources are authorized to create the necessary rules and regulations to put these provisions into effect.
