This bill amends existing law to regulate ingredients in cosmetics by requiring manufacturers to report to the Department of Public Health if their products contain any "Unsafe Cosmetic Ingredient," which is defined as an ingredient identified as unsafe for cosmetic use by the Cosmetic Ingredient Review (CIR), a public-private partnership that assesses ingredient safety. Cosmetics found to contain such unsafe ingredients will be considered adulterated or misbranded. The Department of Public Health is also tasked with reporting to the state legislature on these reports, investigations, and any enforcement actions or legislative recommendations by a specific date. The reporting requirement for manufacturers takes effect one year after the bill is enacted, while the provision deeming products with unsafe ingredients as adulterated or misbranded takes effect two years after enactment.
