This bill aims to improve substance abuse recovery services for youth by allowing appropriations made for fiscal year 2015 to remain available for use until June 30, 2016, and by amending Chapter 71 of the General Laws to add a new subsection. This new subsection, (f), requires municipalities to provide transportation for students admitted to a Recovery High School, which is a school specifically designed to support students in recovery from substance abuse. Municipalities will be entitled to state reimbursement for the full amount they spend on this transportation, and they will not be required to pay for transportation that necessitates a student being in a vehicle for more than one hour each way. The bill also includes a specific appropriation of $1,200,000 for reimbursements to cities, towns, and regional school districts for the cost of transporting resident pupils as required by existing law.
