This bill aims to improve access to medical cannabis for qualifying patients by amending existing laws related to caregiver cultivation. It allows a personal caregiver to cultivate cannabis for a qualifying patient until a registered marijuana dispensary opens within a reasonable distance, and permits the caregiver to charge a reasonable fee for their expenses and labor. Furthermore, a personal caregiver can cultivate for up to nine qualifying patients, either cooperatively or separately, as long as they and the patients register with the Department of Public Health, with this information kept confidential. The bill also states that these changes are necessary due to delays in the opening of medical marijuana dispensaries, and therefore, it will take effect immediately upon enactment.
