This bill directs the Massachusetts Teachers' Retirement System, which manages retirement benefits for educators in the state, to grant "creditable service" to Thomas Richard Kinsky, an employee of Old Rochester Regional School District. Creditable service refers to the years of employment that count towards calculating a person's retirement allowance, or pension. Specifically, this bill allows Mr. Kinsky to receive credit for his time as a classroom teacher at the Northern Marianas School District in Saipan from July 22, 1995, to July 22, 1999, even though this service was outside of Massachusetts. To be eligible for this credit, Mr. Kinsky must pay the Massachusetts Teachers' Retirement System an amount equivalent to what would have been deducted from his salary for that service, plus interest, in a manner determined by the retirement board.
