This bill proposes to amend Chapter 31 of the Massachusetts General Laws by inserting a new section, 28A, which would grant permanent employment status to all provisional employees in the labor service who have been employed by the Commonwealth, cities, towns, or districts for two years or more. Provisional employees are those hired temporarily without undergoing the usual civil service examination process. The bill also requires the Personnel Administration, a state agency responsible for managing personnel matters, to annually report to the General Court, the state legislature, on the number of labor service employees who have been made permanent under this new provision.
