This bill allows employee organizations, which represent workers for the Commonwealth or its political subdivisions, to choose an alternative to collective bargaining agreements if their current agreement has been extended beyond one year due to an "evergreen clause," a provision that automatically renews a contract. Instead of negotiating a new contract, these organizations can opt to use a "salary escalator" that matches the previous year's U.S. Department of Labor Consumer Price Index, a measure of inflation. This option can be used for each year the contract is extended by the evergreen clause. For municipalities, this provision only takes effect if the city council or board of selectmen votes to approve it. This entire act is set to expire on August 31, 2014.
