This bill proposes to amend Section 83 of Chapter 140 of the General Laws to require every licensed pawnbroker and their employees to record every item purchased into a state-wide database, which will be created and maintained by the Executive Office of Public Safety, an executive department responsible for public safety matters. Additionally, any individual attempting to sell an item to a pawnbroker must present a valid state-issued photo identification card, as defined in Section 8 of Chapter 90 of the Massachusetts General Laws, which will then be digitally scanned and entered into this same database.
