This bill, known as the Small Entrepreneur Subcontracting Opportunities Act of 2015 (SESO Act), amends a previous law, the National Defense Authorization Act for Fiscal Year 2013, to expand the responsibilities of senior executives in federal agencies who are in charge of acquiring goods and services. Specifically, these senior executives will now be held accountable not only for the agency's success in meeting overall small business contracting goals but also for achieving specific targets for both prime contracts (direct contracts with small businesses) and subcontracting goals (contracts awarded by larger prime contractors to small businesses).
