Bill Summary

To amend the Small Business Act to require the implementation of a data quality improvement plan, and for other purposes. This bill amends the Small Business Act with respect to the plan developed by the Administrator of the Small Business Administration (SBA) to improve the quality of data reported on bundled and consolidated contracts in the federal procurement data system. By the first day of FY2017 the Administrator must implement this plan and, if not, then until it is implemented the Administrator may not exercise the authority to award limited SBA guaranteed loans for any fiscal year as part of certain SBA-administered pilot programs. By the first day of FY2018 the Comptroller General must initiate a study on the plan's effectiveness, assessing whether contracts were accurately labeled as bundled or consolidated.

AI Summary

This bill amends the Small Business Act to require the Administrator of the Small Business Administration (SBA) to implement a plan to improve the quality of data reported on bundled and consolidated contracts within the federal procurement data system by the start of fiscal year 2017. Bundled contracts involve combining multiple contract requirements into a single contract, while consolidated contracts are similar but often involve a more formal process. If the SBA Administrator fails to implement this plan on time, they will be prohibited from awarding certain SBA-guaranteed loans under specific pilot programs until the plan is in place. Furthermore, by the start of fiscal year 2018, the Comptroller General, an independent government auditor, must begin a study to assess the effectiveness of this data quality plan, specifically examining whether contracts have been correctly identified as bundled or consolidated. This study will involve evaluating a significant number of contracts across various industry sectors awarded by specific government agencies, excluding those using set-aside authorities, and will result in a report with findings and recommendations.
