This bill, the Stop Wasteful Federal Bonuses Act of 2015, aims to prevent federal employees from receiving bonuses if they have committed serious misconduct. Specifically, it prohibits federal agencies from awarding a bonus to an employee for five years after the end of a fiscal year in which an "adverse finding" is made against them. An adverse finding is defined as a determination that an employee's conduct violated an agency policy that could lead to their removal or suspension for at least 14 days, or violated a law that could result in imprisonment for more than one year. Furthermore, if an employee receives a bonus and an adverse finding is later made against them in the same year, the agency must order the employee to repay that bonus. As a condition of receiving any bonus after this law is enacted, employees will have to certify that they will repay it if such an order is issued. Employees who are deemed ineligible for a bonus or are ordered to repay one will have the right to appeal these decisions to the Merit Systems Protection Board.
