Bill Summary

A bill to enhance whistleblower protection for contractor and grantee employees. (Sec. 1) This bill extends federal contractor whistleblower protections to employees of: (1) personal services contractors working on defense contracts (currently, the protections apply to employees of defense contractors, subcontractors, grantees, or subgrantees); and (2) personal services contractors or subgrantees working on federal civilian contracts (currently, the protections apply to employees of civilian contractors, subcontractors, or grantees). The civilian contractor protections, which are currently in effect as a pilot program, are made permanent. The bill extends the prohibition against reimbursement of legal fees incurred in defending against reprisal claims brought by whistleblowers to defense and civilian subcontractors and personal services contractors.

AI Summary

This bill expands protections for employees who report wrongdoing, known as whistleblowers, when they work for companies or organizations that have contracts or receive grants from the federal government. Specifically, it extends these protections to employees of "personal services contractors," which are individuals or entities hired to perform specific services for the government, whether those contracts are for defense or civilian purposes. Previously, these protections were more limited. The bill also makes permanent a pilot program that protects employees of civilian contractors and makes it clear that the prohibition against government agencies reimbursing contractors for legal fees incurred while defending against whistleblower reprisal claims now applies to subcontractors and personal services contractors on both defense and civilian contracts.
