This bill, known as "Shyanne's Law," amends existing New Jersey law concerning animal cruelty by requiring that any person convicted of animal cruelty must undergo a mental health evaluation by a court-appointed licensed psychologist or therapist, and if deemed necessary by the evaluator, subsequent mental health counseling. The cost of this evaluation and any ordered counseling will be the responsibility of the offender, or their parents/legal guardians if the offender is a juvenile, and the court will receive documentation of the evaluation results and counseling attendance. The bill also mandates that the Administrative Office of the Courts will maintain records of these mental health requirements and conditions imposed as a result of animal cruelty convictions.
