This bill establishes a special commission to investigate and study the long-term management, maintenance, and future use of Boston Harbor's Long Island and Moon Island. The commission will be comprised of members from the Senate and House of Representatives, the mayors or their designees from Boston and Quincy, city councilors from both cities, representatives from the National Park Service and the Executive Office of Environmental Affairs, an individual representing conservation interests, and the executive director of the Squantum Neighborhood Association. Within 180 days of the bill's passage, the commission must report its findings on preserving Moon Island and a non-binding master plan for Long Island's future use to the House and Senate, along with recommendations for environmental oversight and any necessary draft legislation, by December 1, 2017.
