This bill amends North Carolina law to include recordings from body-worn and in-car cameras as part of "records of criminal investigations," which are generally public records. It also adds a new provision allowing individuals to request access to these camera recordings by providing specific details about the incident, such as the date and approximate time, or by identifying the encounter with reasonable certainty. Importantly, law enforcement agencies are permitted to release these recordings without needing the consent of the officer whose actions are captured, even if it pertains to employee personnel records. However, the bill clarifies that this does not mandate agencies to release the recordings nor does it override any federal laws that might govern access to such recordings.
