This bill authorizes the Division of Capital Asset Management and Maintenance (DCAMM), in consultation with the Department of Conservation and Recreation (DCR), to lease the Ponkapoag Golf Course in Canton for up to 25 years. The process will involve a competitive proposal system, with priority given to proposals from the town of Canton or a local nonprofit organization. The town of Canton will have 120 days to decide if it wants to submit a proposal before other proposals are sought. If Canton leases the course, it cannot transfer the lease to another party. If no agreement is reached with Canton by April 1, 2012, DCAMM will solicit proposals through a request for proposals, which will include specific requirements for bidders such as experience, discount programs for seniors and children, reasonable rates ensuring public access, financial audits, policies promoting inclusivity, safety plans, operating hours, and restrictions on constructing new facilities without approval. Any fee increases will require written approval from the DCR commissioner, who will consider factors like capital investment, fees at nearby courses, and the time since the last increase.
