This bill aims to increase transparency for taxpayers by requiring the commissioner of revenue to make draft statements available to all taxpayers on the department's website and in paper form upon request by October 15th of each year. Before finalizing these statements, the commissioner must hold at least one public hearing to gather public comments by December 31st. Additionally, copies of the finalized statements must be sent to the House and Senate committees on ways and means and the joint committee on taxation by the last Wednesday of January each year, and distributed to any taxpayer contacted by the commissioner regarding tax determination or collection, excluding those solely receiving tax forms, with measures in place to prevent duplicate mailings.
