This bill proposes changes to how Massachusetts municipalities contribute to their education funding, specifically by adjusting the "target maximum local contribution" which is the portion of a school district's "foundation budget" (the state-determined cost of providing an adequate education) that a municipality is expected to pay. For municipalities that already contribute 100% or more of their foundation budget, the bill would cap their local contribution at 82.5% of the foundation budget, starting in fiscal year 2016 and continuing annually. For municipalities contributing less than 100% of their foundation budget, the bill would set a target maximum local contribution of 80% of the foundation budget, also beginning in fiscal year 2016 and continuing annually. The "combined effort yield" is a measure used to determine a municipality's capacity to fund its schools based on its property values and tax rates.
