This bill amends Chapter 64D of the General Laws to allow certain counties to retain a portion of the deeds excise receipts, which are taxes collected on the transfer of real estate. Specifically, the counties of Bristol, Dukes, Nantucket, Norfolk, and Plymouth will retain twenty percent of these receipts, and Barnstable County will retain seven and one-half percent, with these funds to be used for county operations or saved for future use. Additionally, for counties with a regional council of governments (a cooperative organization of local governments), the register of deeds will transmit twenty percent of the deeds excise receipts to the regional council, distributed based on the proportion of property value within the county that belongs to the council's member towns, to be used for the council's operations or future needs.
