This bill proposes to create a new system of "sick leave banks" for employees of executive branch agencies and the trial court in Massachusetts. These banks would allow eligible employees, defined as those applying to their supervisor to receive sick leave, to receive donated sick, personal, or vacation days from other employees within their respective secretariats or courts. The Secretary of Administration and Finance will establish regulations for these banks, including who is eligible, how time is donated, and how it is distributed to employees who are either not covered by or have exhausted their time in the existing "extended illness leave bank" (under section 4P of chapter 7). Importantly, any remaining time in a sick leave bank will be transferred to the extended illness leave bank or the trial court paid leave bank when the original recipient no longer needs it, or if the bank is dissolved, and the donated days can only be used for the specific illness or disability that led to the bank's creation.
