This bill proposes changes to the regulations for distinctive registration plates, which are special license plates often sponsored by organizations. The key provisions require organizations that want to offer a distinctive plate to submit individual, pre-paid applications from interested individuals, with each application including a $40 nonrefundable fee. Additionally, the sponsoring organization must post a bond to guarantee the issuance of the plates, with the bond amount decreasing as the number of submitted applications increases, ranging from $200,000 for 500 applications down to $100,000 for 1,500 applications. However, organizations that gather 3,000 pre-paid applications will be exempt from the bond requirement. After these requirements are met, the organization will submit a proposed design for the plate, which the registrar, or the official responsible for vehicle registration, must approve within 90 days before the plates can be put into production.
