This bill directs the Massachusetts Department of Transportation (MassDOT), a state agency responsible for transportation infrastructure, to conduct a study on the feasibility of establishing high-speed rail service connecting Springfield and Boston. The study will thoroughly examine various aspects, including the projected costs of building and operating such a service, potential revenue, expected passenger numbers, the possibility of using existing rail lines, environmental and community impacts, and available funding from federal, state, local, and private sources. It will also assess the broader economic, social, and cultural benefits for the Springfield region and the entire Commonwealth of Massachusetts. MassDOT is required to submit a report detailing its findings to legislative officials and relevant committees by August 1, 2015.
