This bill establishes a voluntary accelerated rebate pilot program for energy efficiency measures, allowing up to 10 eligible commercial or industrial electric users and 10 commercial or industrial gas users in each utility service territory to receive financial support of up to 100 percent of the cost for qualified improvements. Participants must notify their program administrator, which can be an electric distribution company, gas company, or municipal aggregator, by January 31st each year. Utilities will select participants based on the scope of their proposed programs, potential energy and environmental savings, implementation capacity, and the ability to apply measures to similar industries. While rebates can cover up to 100% of qualified costs, the total rebate for any year cannot exceed 90% of the customer's energy efficiency program charges from 2012, and participants are ineligible for other energy efficiency rebates during the pilot program. The program also allows up to 15% of the rebate to be used for supporting infrastructure, metering, or software improvements that aid energy efficiency or emission reductions, and utility energy efficiency goals will be adjusted to account for these rebates, ensuring no decrease in funding for low-income residential programs.
