This bill requires individuals seeking a Class 2 motor vehicle license, which pertains to the used car industry, to complete eight hours of educational training covering relevant rules, regulations, and laws. This training must be provided by an organization certified by the National Independent Automobile Dealers Association (NIADA), which will also establish the core curriculum and a standardized test. Upon successful completion, a Class 2 education certificate will be issued, and this certificate will be a prerequisite for obtaining or renewing a Class 2 license from a municipal licensing authority. Furthermore, existing Class 2 licensees will need to complete four hours of continuing education every two years, also evidenced by a certificate, to maintain their license.
