This bill establishes a "Transformative Motion Utilities Law" (TMU), which defines "Transformative Motion" as an energy system that converts mechanical propulsion into stored, reusable energy for various uses, and creates a "Department of Transformative Motion" (DOTM) to administer the TMU law and related funding. The bill outlines a process for Massachusetts residents to register for a commercial artist license to contribute to the growth of the Transformative Motion community, with guidance and permission from the DOTM. The Secretary of the DOTM will govern the TMU law, and the Commissioner will report to the comptroller of the currency and the Massachusetts State Treasury, managing a "Transformative Motion Utilities Law Trust" (TMUL Trust) funded by a $100 billion compact. This trust will collect and manage investments, interest, and costs to support commercial development projects in technology, research, manufacturing, services, education, and cultural exhibits aimed at promoting Transformative Motion tourism, and will also provide grants and contracting opportunities for licensed members of the community to develop a statewide Transformative Motion tourism program and facility.
